In 2012, Rita Crundwell, city comptroller of Dixon, IL (one of President Ronald Reagan's boyhood homes) was arrested as the largest municipal fraud perpetrator in the nation's history, embezzling upwards of $53 million over a 20 year period. How could one woman steal this amount of money without anyone noticing? On Crundwell’s annual salary of about $80,000 she owned over 400 horses in her horse farm, which had near-state-of-the art facilities for the horses, all while forcing staff cuts, police budget slashing and neglect of public infrastructure.

Join us to view this documentary movie covering issues where auditors failed to follow guidelines as common as SAS 99, do simple testing or even make a phone call to verify certain large transactions. The film points out that this was a near-unsophisticated fraud which continued because of many failures of controls and procedures.
